Der Weltfußballverband FIFA hat Ende März 2022 auf seinem 72. Jahreskongress in Doha (Katar) beschlossen, seine vier „offiziellen Sprachen“ Englisch, Französisch, Spanisch und Deutsch um drei weitere zu erweitern: Arabisch, Portugiesisch und Russisch. Die Entscheidung erging mit 187 zu 4 Stimmen der Delegierten.
Am Vortag der Endrundenauslosung der Fussball-Weltmeisterschaft in Katar tagte der FIFA-Kongress erstmals seit drei Jahren wieder in Präsenz. Zwar konnten sich einige Verbände wegen der COVID-19-Beschränkungen nur virtuell zuschalten, aber insgesamt nahmen 210 der 211 FIFA-Mitgliedsverbände am Kongress teil und ließen sich über die erste Fussball-Weltmeisterschaft in der arabischen Welt informieren.
FIFA-Sprachenregime mit UNO und EU vergleichbar
Müssen nun alle neuen FIFA-Dokumente auch auf Arabisch, Portugiesisch und Russisch erscheinen und die Außenkommunikation auch in diesen geführt werden? Keineswegs.
Ähnlich wie die EU zwischen Amts- und Arbeitssprachen unterscheidet, nutzt der Fußball-Dachverband im Tagesgeschäft nur drei Sprachen, nämlich Englisch, Französisch und Spanisch. Nur bei Bedarf oder in besonderen Fällen wird in weitere oder alle Sprachen übersetzt bzw. gedolmetscht.
Interessant ist, dass in den Statuten die Rolle der „qualifizierten Dolmetscher“ bei den Kongressen ausdrücklich erwähnt wird. Die alte Fassung von Artikel 9 der FIFA-Statuten lautete in offizieller Übersetzung:
9 Offizielle Sprachen
- Englisch, Spanisch, Französisch und Deutsch sind die offiziellen Sprachen der FIFA. Englisch ist die offizielle Sprache für Protokolle, den offiziellen Schriftwechsel und Bekanntmachungen.
- Die Mitgliedsverbände sind für die Übersetzung in ihre Landessprache(n) verantwortlich.
- Englisch, Spanisch, Französisch, Deutsch, Russisch, Arabisch und Portugiesisch sind die offiziellen Sprachen des Kongresses. Die Übersetzung in diese Sprachen erfolgt durch qualifizierte Dolmetscher. Die Delegierten können in ihrer Muttersprache sprechen, wenn sie die Übersetzung durch einen qualifizierten Dolmetscher in eine der offiziellen Kongresssprachen gewährleisten.
- Die Statuten, Ausführungsbestimmungen zu den Statuten, die Geschäftsordnung des Kongresses, Entscheide und Bekanntmachungen der FIFA werden in den vier offiziellen Sprachen abgefasst. Unterscheiden sie sich im Wortlaut, ist der englische Text massgebend.
Die neue Fassung von Paragraf 9 lautet auf Englisch (eine Übersetzung liegt offenbar noch nicht vor):
9 Official languages
- Arabic, English, French, German, Portuguese, Russian and Spanish are the official languages of FIFA. Minutes, official correspondence, regulations, decisions and announcements are published in English, French and Spanish and, when deemed necessary, in Arabic, German, Russian and/or Portuguese. If there is any divergence in the wording, the English text shall be authoritative. Member associations are responsible for translations into the language(s) of their country.
- At the Congress, qualified interpreters shall translate into the official FIFA languages. Delegates may speak in their mother tongue if they ensure interpretation into one of the official FIFA languages by a qualified interpreter.

Amendments to the FIFA Statutes: new official FIFA languages
Dear Sir or Madam,
As part of the FIFA vision to make football truly global, on 31 March 2022, the 72nd FIFA Congress approved an expansion in the number of official languages, allowing FIFA to communicate directly with a wider football community than ever before.
The amended article 9 of the FIFA Statutes now recognises Arabic, Portuguese and Russian as official languages of FIFA, in addition to the existing official languages (English, French, German and Spanish).
According to the new statutory provision, all official FIFA documents – minutes, circulars, regulations, decisions and announcements – will be published in English, French and Spanish. Where appropriate, the FIFA administration will decide to also publish documents in Arabic, German, Portuguese and/or Russian. In this way, a great many more member associations and other football stakeholders will be able to access relevant information regarding FIFA’s operations, and to communicate with FIFA allowing for greater understanding and cooperation across the world.
Please also note that this statutory change will be limited in terms of its application in the context of the respective provisions of the FIFA Disciplinary Code, FIFA Code of Ethics and FIFA Procedural Rules Governing the Football Tribunal.
The FIFA Statutes (May 2022 edition), which come into effect 60 days after the close of the 72nd FIFA Congress, are now available on legal.fifa.com and will also be included in the annual edition of the FIFA Legal Handbook to be published in September 2022.
